

SAINT now participates in two spay/neuter programs:
The Raymond Hilton Voucher Program and the Helping Paws Program which offers assistance to low income families and is offered through the Bullhead City Animal Shelter. Please read the guidelines of both programs. If you wish to participate in the Raymond Hilton Voucher Program, please fill out the form below. If you wish to participate in the Helping Paws Program, you will need to call the animal shelter at 928-736-600.

Raymond Hilton Spay/Neuter Voucher Program
This program helps to reduce the cost to spay/neuter your pets. Spaying and neutering is essential to your pet's health and helps decrease pet over population which results in the death of thousands of healthy animals every year.
IN 2020
We issued 407 vouchers.
185 vouchers were redeemed.
Total value of the redeemed vouchers was $8,367.

Guidelines for Raymond Hilton Spay/Neuter Voucher Program
All vouchers have a value of $50.
Pet owner must live in local service area.
NO ONE WILL BE TURNED AWAY DUE TO INCOME.
Limit of 3 pets per year, per household address.
Complete application.
S.A.I.N.T. representative will work with you to determine best option & location for your situation.
Voucher is issued for appropriate spay/neuter option with a 60 day expiration date.
Other charges, including cost of heart x-ray, pre-anesthetic blood work or
additional costs on females that are already in heat or pregnant will be at your expense.
Rescue organizations are not eligible for vouchers.
Vouchers can not be used for feral cats.

Helping Paws Assistance for Low-Income Families
Eligibility Requirements:
Applicant must be a Bullhead City resident.
Applicant must provide proof of residency such as a utility bill or rent receipt
dating back a minimum of 4 months.
Applicant must meet the income guidelines set forth below based on household size.
Proof of income from previous year will be required per adult in the household. Acceptable forms of proof include tax returns, W2's,
Social Security Benefits statement, or Financial Assistance statement.
Applicant must be in compliance with 6.08.070 Animal License
and 6.08.015 number of pets per residence.
All cats and dogs within Bullhead City must be licensed.
All of the animals in the household must be licensed prior to scheduling an interview.
The only requirement for a license is a current rabies vaccination.
Applicants must not exceed the pet limitation of 3 dogs and 3 cats per household.
Applicants can only spay/neuter pets they legally own and are currently licensed.

Owners will be responsible for the cost of a license, rabies vaccination, and any extra charges for bloodwork, pregnancy, etc.
SAINT WILL PAY THE $30 EXAMINATION FEE PERFORMED AT SPIRIT MOUNTAIN ANIMAL HOSPITAL.
Procedure:
Call the Bullhead City Animal Shelter at 928-763-6000 to schedule an interview.
Interviews are done on Wednesdays only.
If you are approved, you will be issued a certificate.
BRING ALL REQUIRED DOCUMENTS to your appointment:
Proof of residency, proof of income, proof all animals in the household are licensed, including the animal that needs to be spayed/neutered.
DO NOT BRING THE ANIMAL TO THE INTERVIEW.
The SAINT organization will pay for the $30 veterinary examination fee.
You will be responsible for any additional charges such as pregnancy, being in heat, undescended testicle, bloodwork, etc.
It is your responsibility to call the veterinary clinic to schedule your pet's surgery.

Your certificate expires after 45 days of the date it is issued.
If your certificate expires, you must repeat the entire process to be issued a new one.
